Why 64 and not 65

Western sleeve packs contain 65, Japanese ones 64 — a difference that comes purely from convention in the two markets. A deck holds 60 cards either way, so you end up with a few spares regardless. Keep in mind that Japanese sleeves are sized for Japanese cards, which are a fraction smaller than Western ones.

Who Lillie is

Lillie is your travel companion from Pokémon Sun and Moon: a girl who's afraid of battling at the start and keeps a Cosmog hidden in her bag — Nebby, whom she rescued from the Aether Foundation's trials. Over the course of the game she grows from fearful to brave. Of all the supporting characters in the series, she may well be the most beloved, and in 2017 the Pokémon Center devoted several design series to her.

What sleeves are for

Sleeves protect your cards from fingerprints, moisture and worn edges, and let a deck shuffle more smoothly. At tournaments they're effectively required: every card back in your deck has to look identical, so no one can tell which card you're holding from the back.

Why this pack is so expensive

This is a pack from 2017 that has never been reprinted, from a series that ranks among the most sought-after with collectors. With items like this, the price comes down to how many unopened ones are still out there, not what's inside.
