What Pokémon Card Gym is
Pokémon Card Gym is the Japanese tournament program for card shops: anyone who takes part in a gym battle at a participating store takes home a sealed promo pack. So you can't just buy them — you had to be there. Each round has its own card, and it doesn't appear anywhere else. Winners also receive fully foiled versions.
Why promos from Japan are so sought after
Japanese promo cards are distributed in small print runs and are usually never released in the West. They carry their own set code and can be recognized by the artwork: often an alternate illustration of a card that looks completely different in the regular sets. For collectors, that's exactly what it's all about.
