Why 64 and not 65
Western sleeve packs contain 65, Japanese ones 64 — a difference that comes purely from habit in the two markets. A deck holds 60 cards either way, so you'll have a few spares left over regardless. Just keep in mind that Japanese sleeves are sized for Japanese cards, which are a fraction smaller than Western ones.
Who Dawn is
Dawn is the female lead character from Pokémon Diamond, Pearl and Platinum, and with that the face of the Sinnoh region — in Japan she's known as Hikari. A whole generation knows her best from the anime, where she travels with Ash for years and where her Piplup refuses to go into its Poké Ball. In the card game she returns as a Supporter card.
What sleeves are for
