Why 64 and not 65
Western sleeve packs contain 65, Japanese ones 64 — a difference that comes purely from convention in the two markets. A deck holds 60 cards either way, so you end up with a few spares regardless. Keep in mind that Japanese sleeves are sized for Japanese cards, which are a fraction smaller than Western ones.
About Latios and Latias
Latios and Latias are the Eon Pokémon from the Hoenn region: brother and sister, both Dragon and Psychic type, and both able to turn invisible. Latios is the blue one, Latias the red one. They appear together in almost every case — in the games, in the film Pokémon Heroes, and so on these sleeves too.
What sleeves are for
Sleeves protect your cards from fingerprints, moisture and worn edges, and let a deck shuffle more smoothly. At tournaments they're effectively required: every card back in your deck has to look identical, so no one can tell which card you're holding from the back.
