Why 64 and not 65
Western sleeve packs contain 65, Japanese ones 64 — a difference that simply comes down to convention in the two markets. Either way, a deck holds 60 cards, so you always end up with a few spares. Japanese Pokémon sleeves fit standard-size Pokémon TCG cards (63 × 88 mm), regardless of the card's language.
About Hisui Electrode
In the Hisui region — the Sinnoh of centuries past, from Pokémon Legends: Arceus — Voltorb doesn't evolve into the red Electrode you know, but into a green-and-white variant of the Grass and Electric type. It's the only Electrode with a dual type, and its design is based on the old wooden Poké Balls used in Hisui. It still explodes, though.
What sleeves are for
Sleeves protect your cards from fingerprints, moisture and damaged edges, and they let a deck shuffle more smoothly. At tournaments they're effectively mandatory: every back in your deck has to look identical, so no one can tell which card you're holding from the back.
From the same period, there's the sleeve with Cynthia and Garchomp. Another Japanese design is BALL FREAK with Mimikyu.
