Why 64 and not 65
Western sleeve packs contain 65, Japanese ones 64 — a difference that simply comes down to the habits of the two markets. Either way a deck has 60 cards, so you're left with a few spares regardless. Japanese Pokémon sleeves fit standard-size Pokémon TCG cards (63 × 88 mm), regardless of the card's language.
About Mew
Mew is number 151: the Pokémon that didn't exist until after the original games were already finished, squeezed into the last free bytes of the cartridge by one of the programmers, which is why for years it could only be obtained through special events. It's said to carry the DNA of every other Pokémon, and in the games it can learn every move that exists.
What sleeves are for
Sleeves protect your cards from fingerprints, moisture and damaged edges, and they let a deck shuffle more smoothly. At tournaments they're effectively mandatory: every card back in your deck has to look identical, so no one can tell which card you're holding from the back.
