Why 64 and not 65
Western sleeve packs contain 65, Japanese ones 64 — a difference that simply comes down to habit in the two markets. A deck holds 60 cards either way, so you'll have a few spares left over regardless. Japanese Pokémon sleeves fit standard-size Pokémon TCG cards (63 × 88 mm), regardless of the card's language.
About Piplup
Piplup is the water starter of the Sinnoh region: a penguin chick that, according to the Pokédex, is too proud to accept help and would rather fish for itself than be fed. It evolves into Empoleon, an emperor penguin with steel fins. In Japan it's one of the most popular starters ever, which explains why the Pokémon Center keeps putting it on sleeves.
What sleeves are for
Sleeves protect your cards from fingerprints, moisture and damaged edges, and they make a deck shuffle more smoothly. At tournaments they're effectively mandatory: every card back in your deck must look identical, so no one can tell which card you're holding from the back.
From the same set there's the Arceus sleeve. Piplup comes from Sinnoh, just like the Pokémon on the Sinnoh Legend binder.
