What soft sleeves are used for
A soft sleeve is the cheapest form of protection: thin, clear and meant to protect a card against fingerprints and dust while you sort or ship it. For cards you shuffle at the table they're too thin — for that you use regular sleeves.
Also as an inner sleeve
If you double sleeve, you use a thin sleeve as the inner layer and a thicker one around it. Soft sleeves are often used for this, since they barely add any thickness to the deck.
